Iran-Krise

Ich habe immer noch nicht die Zeit gefunden, den neuen Verhandlungsvorschlag der P5+Deutschland mit seinen Vorgängern zu vergleichen, aber Glenn Kessler hat mir heute in der WP einen Teil der Arbeit dankenswerter Weise abgenommen.

Er hat einmal zusammengestellt, was die jeweiligen Vorschläge dem Iran im Bereich „politische Kooperation“ so anbieten.

Offer by France, Germany and Britain (August 2005):

• The nations “stress the importance of developing relations of trust and cooperation.

• The nations would “refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state.

• The nations “would welcome an expanded dialogue and relationship” on regional security.

Offer by France, Germany, Britain, Russia, China and the United States (June 2006):

• The nations would “support . . . a new conference to promote dialogue and cooperation on regional security issues.”

Offer by France, Germany, Britain, Russia, China and the United States (June 2008):

• “Improving the six countries’ and EU’s relations with Iran and building up mutual trust.

• “Encouragement of direct contact and dialogue with Iran.

• “Support Iran in playing an important and constructive role in international affairs.

• “Promotion of dialogue and cooperation on non-proliferation, regional security and stabilization issues.

• “Work with Iran and others in the region to support confidence-building measures and regional security.

• “Support for a conference on regional security issues.”

• The nations would “refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state.”

Die P5+Deutschland haben in dem neuen Vorschlag einiges dazugepackt. Dies entspricht der Erkenntnis, dass es Teheran weniger an landwirtschaftlicher Hilfe oder Flugzeugteilen, sondern mehr an Sicherheitsgarantien und einem Bestandschutz gelegen ist.

Gerade der letzte Punkt, der Verzicht auf Androhung oder den Gebrauch von Gewalt gegen die territoriale Integrität oder politische Unabhängigkeit eines Staates“ dürfte den Iran interessieren. Ein solcher Verzicht müsste sicher auch einen Verzicht auf die bedrohliche Rhetorik Ahmadinejads gegenüber Israel mit einschließen, aber es wäre auch ein Verzicht auf die Politik des regime change.

Das Problem mit dem jüngsten Punktekatalog besteht allerdings darin, dass man in Teheran große Zweifel daran hegt, dass die USA auch wirklich meinen, was sie da mit unterschrieben haben.
