Die Präsidentschaft von George W. Bush geht dem Ende entgegen und die Zeit beginnt, Bilanz zu ziehen. Zudem ist Wahlkampf in den USA – in indirekter Weise auch eine Abstimmung über und Erfolg und Misserfolg von George W. Bush.

Da wird nun vieles gesagt und geschrieben, was einer näheren Nachprüfung kaum stand hält. Das gehört zu den (negativen Seiten) der politischen Kultur. Man sollte sich aber vor Behauptungen hüten, die schon vom Augenschein her schlicht falsch sind.

Ein Erfolg?

“I will note that the Iranian problem is not just America’s problem, it is an international issue, and it is an issue on which the international community is united in confronting Iran with choices before it,” Rice said. …

With its continued defiance, she said, the UN Security Council has adopted three sanctions resolutions against Iran while the United States has taken punitive measures of its own.

And Iran has paid an economic price with the “drying up” of international investment in its oil industry, economic infrastructure and export credits, the secretary of state said.

“I think this is called a successful multilateral coalition of states that have the same view” that Iran should be rewarded for its cooperation or isolated for its defiance, Rice said.

She added: “I would like to see what other options there are for the international community, given that this policy is one that I think is the best course for us.”

Erfolg scheint eine Frage des Maßstabes zu sein. Das Zusammenhalten der Koalition der P5 + Deutschland kann in meinen Augen kein Ziel an sich, sondern ein Mittel zum Zweck, und wenn ich den Zweck richtig verstehe, dann geht es darum, den Iran von der eigenständigen Anreicherung von Uran abzuhalten.

Trotz Sanktionen und finanziellem Druck werden in Natanz aber weiterhin Zentrifugen aufgestellt und sogar neue, effizientere Typen von Zentrifugen entwickelt. Für mich sieht das nicht nach einem „Erfolg“ aus.

Rice hatte noch mehr zu sagen.

Rice told reporters the Bush administration assessed “practically every day” whether to slap more sanctions on Iran.

“We will continue to designate entities as we find them trying to use the international financial system for ill-gotten gains and, yes, we are going to continue to do it and we will continue to do it aggressively,” said Rice.

“Iran should not be in a position of using the banking system to pass profits made from terrorism or proliferation.” (Reuters)

Man kann natürlich versuchen, seinen “Erfolg” noch zu steigern, aber Rice erwähnte nicht einmal die Möglichkeit einer vierten Sanktionsresolution im UN Sicherheitsrat. Derzeit hätte eine solche Initiative wohl kaum eine Chance auf Erfolg.

Noch ein Punkt:

“He” ist der britische Außenminister David Miliband, der sich gemeinsam mit Rice die Google-Zentrale In Washington State anschaute.

Offensichtlich hat Miliband schon ein Vorabexemplar des anstehenden neuen Berichtes der IAEA zum Iran gelesen.
