Die Gespräche zwischen dem iranischen Cheunterhändler Ali Larijani und dem für die P5+1 verhandelnden EU Außenbeauftragte Javier Solana in Ankara endeten mit einem leicht optimistischen Ton. Beide Seiten suchen nach einem Weg, die Verhandlungen über das iranische Nuklearprogramm wieder aufzunehmen.

Gestern war schon die Rede von „konstruktiven” Gesprächen und „Ideen auf dem Tisch”. Nachdem Larijani und Solana gemeinsam gefrühstückt hatten, sah die Welt sogar noch ein klein wenig rosiger aus.

Larijani, der sonst eher zurückhaltend auftritt, sah gar schon eine Annäherung der Standpunkte.

“In some areas we are approaching a united view. That is to say that the best approach is to settle all the issues through negotiations based on law and international rules and regulations,” Larijani said in remarks translated from Farsi.

“We had transparent and frank talks and there were new ideas also introduced. I would not say they are all complete ideas but they will serve as capacity for continuing talks. We should give them time to grow,” he told reporters later.

Substantielles wurde nicht verraten, aber wenn Larijani sich so frohgemut präsentiert, darf man davon ausgehen, dass ein wenig Bewegung in die Frage des Anreicherungsstopps geraten ist. Solana wurde während der heutigen Pressekonferenz danach gefragt, ob ein Kompromiss in dieser Frage erzielt wurde.

“We didn’t enter any specific discussions of that nature. We have moved on in general terms. Some progress has been made. As you know, the situation is difficult.”

Larijani said: “That idea is an old presumption. If you just go for a suspension, there are no other issues remaining to solve through negotiations.”

Mag heißen: wenn man nur über eine Aussetzung redet, kommt man nicht weit, sondern man muss andere Aspekte in die Verhandlungen mit aufnehmen.

Kann aber auch heißen: in diesem Punkt bleibt der Iran eisern.

But a government official based in a European capital said the two touched on possible new discussions of what constituted a suspension of enrichment and related activities.

A new definition of an enrichment freeze acceptable to both sides was “the key issue,” said the official, who demanded anonymity in exchange for discussing the confidential information with The Associated Press.

The “double time out” concept is supported by International Atomic Energy Agency chief Mohamed ElBaradei and is part of a confidential document shared on Wednesday with the AP.

The one-page document, based on a Swiss initiative, proposes that during such a double-moratorium “Iran will not develop any further its enrichment activities,” and the six powers “will not table any additional U.N. resolutions and sanctions.”
