Bushehr wartet auf Brennstäbe
Unter Anwesenheit von Vize-Präsident Parviz Dawoodi wurde heute das Back-Up-System des Nuklearreaktors in Bushehr eingeweiht.
The systems, which include a pumping center and a 400-kilowat power post, were due to be inaugurated in Bushehr on March 3, 2007 in the presence of the head of Iran’s Atomic Energy Organization (IAEO), Gholam Reza Aghazadeh, but the inauguration ceremony was postponed to an unspecified date due to unknown reasons. Vielleicht war der einfache Grund ja, dass man noch nicht fertig war. Wie auch immer:
“Taking into account the fact that from the view point of the IAEA, this power plant is a very safe one, and following the inauguration and operation of the back up systems of the power plant, there is now no impediment in the way of the delivery of fuel to Iran,” he continued. (Fars News 2)
Das Problem ist nun, dass – fertig oder nicht fertig – Russland die vertraglich zugesagten Brennstäbe nicht liefern will, weil der Iran angeblich mit den Zahlungen im Rückstand ist.
“Our interpretation is the delay on the delivery of the fuel is a political one but all in all they know we are to build more nuclear power stations and Iran is a sure market for them,” said Aghazadeh. (Fars News 1)
… der wiederum der Chef der iranischen Atomenergiebehörde ist.
Laut Afgazadeh sind die Kontakte aber nicht abgebrochen und der Iran versucht weiterhin, mit Russland das Problem zu lösen.
“In the next two or three days the Russians will come to Tehran to sign an agreement to solve the financial problems of Atomstroiexport,” the Russian firm building the plant, said Gholam Reza Aghazadeh, head of Iran’s Atomic Energy Organization (IAEO).
“The Russians have told us that since their company does not have money ‘you need to help us financially’. A framework has been found to solve their financial problems,” added Aghazadeh.
Nach iranischer Darstellung sind alle Zahlungen pünktlich erfolgt, aber Atomstoiexport habe Probleme, nach russischer Darstellung ist Teheran mit den Zahlungen im Verzug.
He further stressed that Iran has no outstanding liabilities for the construction of Bushehr power plant as it has paid all the dues, adding, “In my meeting with the head of the Russian Atomic Energy Agency Mr. Kiriyenko, he admitted that Iran does not owe Russia anything from the legal view point but that because the contractor is short of cash, Iran should help the company.” (Fars News 3)
Aghazadeh nannte Einzelheiten, wann was gezahlt worden sei.
“For the first quarter of 2007, Russia received 15 mln dollars (11 mln euros) from Iran, 10 mln of which came at the end of March,” Kirienko said, pointing out that Tehran had previously agreed to pay Russia between 23 and 25 mln dollars per month. (Fars News 2)
Aghazadeh lässt natürlich die Gelegenheit nicht aus, auch aus dieser Situation einen politischen Vorteil zu schlagen.
Aghazadeh said that Russia’s slowness in delivering nuclear fuel to Iran underlined the importance for Tehran of producing the fuel on its own soil and mastering the controversial process of uranium enrichment.
“Not giving us the fuel proves our case that you cannot trust the West to deliver fuel and it also proves we have to seriously pursue uranium enrichment in order to have a level of security,” he said.
Da mag er vielleicht aus seiner Sicht recht haben. Ob der Iran allerdings jemals in der Lage sein wird, autonom seine Nachfrage nach nuklearem Brennstoff zu sichern, darf stark bezweifelt werden.
