Der russische UN Botschafter Witali Churkin hat seinen Kollegen aus China, Großbritannien, Frankreich, Deutschland und den USA gestern eine ganze Liste von Änderungs- und vor allem Streichungsvorschlägen zu der neuen Iran-Resolution überreicht. Ein Entwurf der Resolutionen war von Großbritannien und Frankreich formuliert worden.

“Our changes make the European draft quite a bit shorter,” said Moscow’s U.N. ambassador, Vitaly Churkin.

He said the resolution should not drive Iran away from negotiations and should exclude mention of the Bushehr nuclear plant that Russia is building in southwest Iran.

“We believe that first of all the resolution which the Security Council will be considering should facilitate the continuation of our talks with the Iranians, Churkin said,

“But at the same time — and it is very important — this draft resolution … should not contain things which have no useful purpose but simply will lead people away from the goal of a negotiated outcome,” he said. (Reuters)

Churkin ließ gegen Journalisten offen, welche Änderungen und Streichungen seine Regierung konkret verlangt. Er erwähnte aber ausdrücklich das von Russland gebaute Atomkraftwerk in Bushehr als einen Punkt, der von Sanktionen ausgenommen werden müsse.

“We do believe that the Bushehr project does not have anything to do with concerns about nonproliferation, because it is clearly a peaceful nuclear power plant that we are helping Iranians to build,” Churkin said.

AFP zitiert einen namentliche nicht genannten Diplomaten mit der Aussage, Russland wolle alle Sanktionen bis auf den Transfer sensibler Nukleartechnologie aus der Resolution streichen.

A diplomatic source here earlier said Russia wanted the sponsors to drop any reference to Bushehr from the draft and to remove the travel ban and assets freeze.

The Russians will support only a ban on “sensitive (nuclear) technologies”, he added.

Auch der chinesische Botschafter meldete noch mal seine Bedenken gegen den vorliegenden Entwurf an:

Chinese U.N. Ambassador Wang Guangya agreed with Russia and said sanctions should be imposed in stages.

“I think that it’s a bit too tough,” Wang said of the European draft. “It might corner the Iranians.”

Das russische Papier soll nun an die fünf anderen Hauptstädte zur Prüfung geschickt werden. US Botschafter John Bolton kündigte an, seine Regierung werde auf die russischen Einwände mit einem eigenen Papier antworten.

“The Russians gave us a complete line-in, line-out version of edits,” said U.S. Ambassador John Bolton. “We will distribute our line-in, line-out text later this afternoon.”

Die USA drängen auf schärfere Sanktionen als sie im Resolutionsentwurf enthalten sind. Weitgehend wird dies aber eher als ein diplomatisches Manöver angesehen, um Russland und China einen Kompromiss abzuringen.

In der kommenden Woche soll weiter beraten werden.
