Auch ein wenig darüber gewundert, warum die Reaktionen in den USA und in Europa auf die Antwort des Irans so zurückhaltend ausfielen?

Zumindest aus den USA ist man ansonsten eigentlich eine deutlichere Sprache gegenüber Teheran gewöhnt, meist verbunden mit der Ankündigung, noch stärkeren Druck ausüben zu wollen. Diesmal verhielt sich selbst der notorische John Bolton recht still und ein Unterling im State Department, Gonzalo Gallegos, gab die offizielle Stellungsnahme ab:

“We acknowledge that Iran considers its response as a serious offer, and we will review it.” (AP)

Auch Bundeskanzlerin Angela Merkel sagte nicht klipp und klar, der Iran hat die ihm vom Weltsicherheitsrat gesetzte Vorbedingung nicht erfüllt, deshalb wird es nun Sanktionen statt Verhandlungen geben. Statt dessen formulierte sie durch die Brust ins Auge.

Helene Cooper erklärt heute in der NYT die Gründe für diese auffallende Zurückhaltung.

United States and European diplomats say the response so far is part of a calculated public campaign to give the appearance that they are carefully considering Iran’s response, despite the fact that Britain, Germany, France and the United States all agree that it was unsatisfactory.

The four countries still plan to pursue penalties if Iran does not suspend uranium enrichment by the Aug. 31 deadline set by the United Nations Security Council. But, officials from all four countries said, they do not want to appear trigger happy.

Dies ist der eine Grund. Während Kommentatoren weltweit noch auszuloten versuchen, welcher Spielraum für Verhandlungen nun noch existiert, ist die Entscheidung für Sanktionen längst gefallen.

Der zweite Grund: es gibt mal wieder Knatsch zwischen dem State Department und den Hardlinern im Weißen Haus.

Everyone agreed that sanctions were the next step. But disagreement on just how to get to that step reflected a familiar division: between the State Department and America’s European allies on one side, and hard-liners in the Bush administration, particularly in Vice President Dick Cheney’s office, on the other side, according to officials involved in the discussions.

Die unterschiedlichen Positionen sind wie gehabt. Das State Department plädiert für eine vorsichtige Gangart, um die wackeligen Kandidaten Russland und China nicht bei der anstehenden Diskussion über Sanktionen zu verprellen, Cheney & Co wollen die verbale Konfrontation mit dem Iran.

United States officials said Ms. Rice received assurances in June that Russia would, at a minimum, sign on to a first phase of weak sanctions if Iran refused to suspend uranium enrichment. Those penalties would probably include a ban on travel by Iranian officials and curbs on imports of nuclear-related technology.

Wie sicher diese Zusicherungen tatsächlich sind, werden wir in den kommenden Tagen sehen.
